Separate Sealed Bids for the Construction of the City of Cleveland, Mississippi, 2021 Wastewater Treatment Plant Improvements, Phase 2, SRF Project No. C280-809-07 will be received by the City of Cleveland, Mississippi, herein referred to as the “owner” at the Cleveland City Hall, 100 North Street, Cleveland, MS 38732, until 10:00 AM, local time, on December 14, 2021.

The PLANS, SPECIFICATIONS and CONTRACT DOCUMENTS may be examined at the following locations:

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Water Pollution Control Revolving Loan Fund (WPCRLF) loan program from the State of Mississippi. Neither the State of Mississippi, the Commission on Environmental Quality nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated.
Copies of the Plans, Specifications and Contract Documents may be purchased online at cityofclevelandmsplans.com upon payment of the printing charge established by the plan room, which is not refundable. Plan holders will be required to have a valid email address and must purchase the Bidding Documents in order to be eligible to submit a Bid.

Bids may be submitted in person, by mail, or electronically. For delivery in person or by mail, the Bid must be enclosed in a sealed envelope and plainly marked on the outside of the envelope with the following: Bid for the City of Cleveland, MS, 2021 Wastewater Treatment Plant Improvements, Phase 2, SRF Project No. C280-809-07, to be opened on December 14, 2021, and addressed to the City of Cleveland, MS, 100 North St, Cleveland, MS, 38732, Attn: Dominique Greene, City Clerk. In addition, the envelope shall list the bidder’s Company Name, Company Address, and the Bidder’s Mississippi State Contractor’s License number. The Owner and Engineer assume no responsibility for the premature opening of any bid envelope which is not properly marked. For electronic delivery, Bids must be submitted at cityofclevelandmsplans.com. All electronic Bids must be submitted in portable electronic format (PDF) and must contain all of the same information, forms and bid security as required for paper bids.

The Owner reserves the right to waive any formalities of to reject any or all bids. Each Bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the information for Bidders. No Bidder May withdraw his bid within 60 days after the actual date of opening thereof.

Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246.
